Countdown to the 2010 Decennial Census
Partnership Program Accelerates Local Initiative
- October 2008 through September 2010--Engagement of local communities in support of, and participation in, the 2010 Census.
- January 2009--Expansion of Regional Partnership staffing to 60 positions.
Acquire Space & Open 10 Early Local Census Offices (ELCOs)
- October 2008--Michigan will open 4 ELCOs
Address Canvass Operations
- February through June 2009--Recruitment of more than 18,000 temporary staff to verify listings of more than 10.5 million addresses within the region.
Acquire Space & Open 27 Local Census Offices (LCOs)
- October 2009--Michigan will open 12 LCOs.
Recruiting Operations
- October 2009 through May 2010--Build an applicant pool to enable the hiring of 37,000 temporary Census Staff during the peak period of field activities for non-response operations.
Advertising Campaign*
- October 2009 through May 2010--Deliver national and local census messages to the American public, encouraging their completion of the census questionnaire received in the mail, or their cooperation with a Census Enumerator who may visit their household to collect the information in person.
Mail more than 130 Million 2010 Census Questionnairs to the American Public
- March 2010--Delivery of the Census Questionnaires to every address in the United States by the United States Postal Service.
CENSUS DAY -- THURSDAY, APRIL 1, 2010
Mail Returns
- Mid-March through Late April 2010--The American public returns their completed 2010 Census Questionnaire via the US Mail (anticipating 70% mail return rate).
Non-Response Follow-up
- Late April through Early July--Enumerators to visit all households who did not return their Questionnaire by mail. Enumerators will collect the information in person.
Announce the Total Population for the United States and each of the 50 States
- December 31, 2010--Deliver the complete count for the nation, and for each of the 50 states, to the President of the United States as required by the Constitution for apportionment of the U.S. Congress.
*Create a Complete Count Committee
Help promote the census through creating a Complete Count Committee (CCC). CCCs provide a vehicle for coordinating and nurturing a copperative effort between local governments, communities, and the U.S. Census Bureau to help provide knowledge, influence and possible resources to educate residents and promote the census through locally-based and targeted outreach and promotion efforts.
