MTA Legislative Policy Platform

2024-25 Policy Platform

The MTA membership approved the Association’s 2024-25 Legislative Policy Platform on April 25, 2024, which guides the association’s legislative efforts.

MTA member officials play an important role in shaping the Association’s legislative policy – both by voting on the MTA Legislative Policy Platform at the MTA Annual Meeting each year, and also by offering suggestions and input for consideration by MTA legislative policy committees.

Work on the 2025-2026 Policy Platform

Member-proposed policy changes received through Nov. 4, the deadline to submit input for the 2025-26 Legislative Policy Platform, are currently being reviewed by MTA committees for word selection and legality, and to ensure they conform with the Association’s overall goals and objectives. The proposed policies will be presented at the 2025 MTA Annual Meeting in conjunction with our Annual Educational Conference in April.

Submission of Resolutions

Under the rules adopted by MTA’s Board of Directors, advance resolutions must be submitted to MTA 150 days prior to the Annual Meeting. These resolutions are reviewed by MTA’s Legislative Policy and Resolutions Committee for word selection and legality, and to ensure they conform with the Association’s overall goals and objectives. Resolutions are printed, prior to the Annual Meeting, in Township Focus magazine and included in the program booklet distributed to each delegate during the Conference registration.

Amendments to Resolutions
Amendments at the Annual Meeting are permitted, provided the purpose and substance of the original resolution remains unaltered.

Resolutions from the Floor
Resolutions may also be submitted from the floor at Annual Meeting if they are first submitted to MTA Conference Headquarters not later than 12 p.m. (noon) the day prior to the Annual Meeting. The resolutions must be accompanied by a petition signed by at least 100 delegates. The sponsor must furnish sufficient copies of the resolution to be distributed to all delegates at the meeting.

Non-conforming Resolutions
Resolutions not meeting the advance or floor requirements will be considered by the MTA Board of Directors at its next regular meeting after the Conference.
